For traditional brokerages Firstrade switched over to no fee trading first including OTC. When Charles Schwab did most of the rest of the brokerages followed. Firstrade is still no fee.

It looks like Schwab wasn't making enough for order flow on OTC. If that's the case other brokerages might follow suit.
