All he/she had to do is spread the suspicion that a woman is a witch. Then they tested her, by throwing her into a pond with a heavy stone linked to her legs. Either she drowned and was this way lifted from the accusation. In the other case, that she found a way to escape that sure death, she was found to be a witch and they burned her to death.
Here it seems similar. The SEC is making sure that GNBT/NGIO is not just prentending to be involved in pandemic related activities, but in doing so for months, they initiate a death spiral that kills the company, even if it turns out that their claims of working on pandemic related stuff is legitimate.
