If Doc can't sell shares with the shell status of the company then he needs to round up the companies in the conglomerate which would put the valuation of the stock easily in the dollars range. only then once he 8ks the changes it will change the designation from Shell to univec inc to conglomerate. Then he can sell the shares in the open market all partial or none. I think he is bound by the timeline of the closing date of Sept 30 - now 3 weeks out. coming down to the wire. at very exciting week or two in the works imho.
