If I recall right, Joe made that statement in the context of the discussion around a reverse split that Seahawk/Joe had recommended to fix the security structure of the company so funds could be raised at better terms. Of course, shareholders voted against the r/s and the company subsequently went dark and what Joe said would happen took place.
