Local Customs Administrator wrote PanAm an official letter, granting a 30 day extension, just 5 minutes before a Vessel Fixture note was signed, he sent another letter, cancelling the 30 day extension, Customs was and is wrong and they know it, but its Mexico, so this matter may take a while to get cleared up…
