1. FDA incompetence
2. NRX incompetence or intentional sabotage
3. Government intervention to intentionally delay non vaccine submissions
4. BP sabotage to delay which is stupid since vaccination rates have nothing to do with treatment solutions
5. Actual issues with the study data
The last is the least likely
