Sounds right, voice-to-text would have made saying UNVC into UNVEC pretty easily too with the "connective" being "connect and give".
He did say "projects Hope" though, instead of Operation Hope.
No biggie there...that was a lot of weed in that pic behind him so, he might be slightly stoned (but we won't hold that against him)
