Where did you get this impression because in my experience this is not true.
Sponsoring organizations often have the data in their own database if they are large enough to have their own CTMS. (They can see the data and issue queries etc. (of course if it a blinded placebo controlled trial, they don’t know if the patient was able n drug or placebo))
