As a database administrator, I can tell you that it doesn't matter who owns the database, you cannot access it without the User Ids and Passwords. Access to the data can be control right down to the row and column level. This means that
I can show a database but still hide tables from you, I can show you a table but hide any row in that table from you. I can also show you a row but then hide any column in that row from you. I can show you a table and change the names of the columns in the table. And I can take the value of column a and compare it to column b and calculate c. Without total access to the database and access to all the functions used to populate the data in the database, the data is useless.
Even people in my own company who have access to the data only get to see what I want them to see. An example is Credit card numbers, The people in my company can see purchase orders but cannot see the credit card numbers.
