There is NO reporting on a voluntary basis. PERIOD!
NNLX either sends in the paperwork to the SEC, to make them compliant with the new rules and become a reporting company...... or they don't.
"Reporting on a voluntary basis" makes it sound like as you said, when I feel like it. OR I'll send in the information that I feel I want to send and not send in the rest.
