I have asked him. His answer that he gave permission to tell people was that he is working on the Management Discussion and Subsequent Events section of the Q filing and when he and his attorney have cleared the report for public filing it will be filed.
I take that answer means that when the material event is cleared to be put in the filing it will be filed. I would rather wait and have a material event which is likely some sort of acquisition than just have a filing with an improved balance sheet and a small amount of revenue from liquidation of RIGH debt shares.

I hope that helps but that is where we are now. Personally I am using this delay to buy more shares and was happy to get more 5s today.
