The actual size of the FDA...with fifteen thousand employees...is a large enough umbrella of protection for all sorts of nasty evil-doers...with most of the nasty...on the top rungs.
I would tend to believe... there are thousands who do their job...and,...tow the line. It's the snakes/powerbrokers at the top providing direction/misdirection who are the ones... who are politically active and prone to serve the industry...that serves them. You might even call it..."Tow Line Dancing." where the song "Cover your @$$"...is the song of the year.
