As far as OTC financing goes, this is by no means beyond the pale or even that harmful. Any other pre-rev bio in this position would have done at least one RS by now, then raised capital (multiplier on dilution effect).. (HGEN).
They want to focus on that, but it's effectively guaranteed the RS/dilute model will be their first act of business. I'm perfectly fine with these raises if I know no RS is coming. As long as Nader is at the helm, there will be no RS coming.
And 1 B shares o/s is a nice easy number to calculate market cap, to boot.
