why would they not put out news that the IND was submitted? That is not over promising. They were suppose to put it in. They either did or they did not.

That is a ridiculous statement saying he does not want to do that anymore, when they said they were putting it in once everything was done and they said it was. So, they either lied that it was done or it was not. There is no other explanation.
