Having a paper certificate does not stop illegal naked shorting. By definition illegal naked shorts are selling shares they do not own and did not borrow. Having a certificate only stops the LEGAL shorts.

I agree that the constant insistence that there is no such thing as naked shorting is propaganda by people who are involved in some way with groups that ARE doing illegal naked shorting -- or else they are suckers who have been brainwashed by the constant refrain by the naked shorts.
