Here is why you are not quite right about the vials having anything to do with it: Did it cost Brazil anything up front to reserve those vials? I am thinking probably not, it was simply a part of the negotiation for Brazil actually RUNNING these trials. Now, if they had to pay upfront $1,000 for each vial that they reserved in advance, then I could see your argument being a bit stronger. But why would a country say "Sure, we'll run your trial for you" and not build a reserve of the actual vials into the agreement? They wouldn't.
I think it makes more sense to say that Brazil believes in the trial because they are running it.
