The company was on the path to getting current and submitted two 10-Q this year. Late, yes, but trying, before the SEC delisted QMC. A condition of the Pasaca Agreement was to get current so they are/were motivated.

Now, the path to listing is via a S-1, which the company says it is doing.
First step was the proxy, which it is doing as they said they would.
Their actions this year are congruent to what they are saying.
