IMO, a pre-emptive move could be taken by a company if GTGP lands a couple of contracts just based on the extrapolation of its future value when more of those same kind of contracts are awarded.  Kind of a quick way to grab a gem before anyone else does.  Typically, complete analysis of financials would be done, but this an atypical business, with an atypical set of circumstance reaching a confluence of probably more than two revenue streams if things go as well as they appear they might because of several excellent test results in a couple of different markets, and large markets, at that.
