Kinda sounds that way in this parargraph in story giving "the official reason" for the controlled distribution.

This paragraph sounds like they want to prevent mABs from moving in on BP-vax territory:
"Federal health officials said they had so far not seen widespread stockpiling or misuse of the drugs. Both the FDA and HHS had urged providers to ensure that the drugs were not being used as a "substitute for vaccination."
IMO it sounds like the fed gov't intends to serve as protector of BP profits at the risk of a higher infection rate brought on by anti-vaxxers, conspiracy theorists and people who fear the safety of quickly approved and EUA vaccines. With this group the primary reason behind the newer surge in infections, wouldn't common sense dictate we should reach this stubborn population any way we can to minimize the spread?
