I don't believe this necessarily is correct or at least it is an oversimplification, but I am not an expert here:
I just quickly pulled this up through a "google" search, which interestingly uses Portugal as an example.

Apparently, if the rules/law are still the same, there is both a National Procedure, as well as a Centralized Procedure.
