The user fees imposed on pharma are a problem only to the extent that the FDA is allowing pharma to unduly influence policy. It would be fairly simple for the FDA to take note of any concerns and independently decide. Where the main problems lies is with FDA officials and advisors being in bed with pharma expecting to be rewarded somewhere down the line.
