has to meet again days prior to the 20th to validate their Elector vote...So yes, Technically by vote the 17th or 18th. However by constitution the exchange of power doesn't happen until 12:00 on the 20th.
The Election Fraud report didn't reach Congress or the White House until I believe the 19th.
Only option was to activate "Devolution" which the process had started 30 days prior by replacement of key agency heads and Strike Force commanders. Them 3 star Generals. Which are still in place.
