That may be a misunderstanding of this, which is part of the EUA approval under the law. -
A treatment does not preclude approval for prevention or vice versa. It could be argued that Pfizer's full vaccine approval would preclude other EUAs for vaccines but the FDA would be given broad latitude on how that was applied.
