Let's say 13D *do* gain control, then they submit protocol for LH, then when approved they need to set it up, then file for BLA, then months for PDUFA, etc. There won't be an EUA for LH so you'll need to wait for full approval.
How is that "plan" any better than the current trajectory? I'd argue it's worse. We need Brazil underway and HIV to be finished. The LH trial needs to be done under a partnership.
