I checked one more time with Schwab. They tell me if I have no margin loans out none of my shares can ever be loaned out without and they would never loan them out since I do not have a margin account

I also ask because they do not allow me to use these otc shares to create margin and they said those 2 things are different so as long as I don't have any margin loans outstanding in my account they cannot loan out my shares
