The mutation rate is mainly established by the stability of the DNA/RNA itself and environmental factors. The survival of the mutation is dependent on any beneficial effects the mutation imparts to the organism.

In someone with a highly competent immune system that can kill off the original virus mutations that can escape that destruction can rise to the fore. In someone who is immunocompromised that environmental pressure does not exist and the original virus will retain ascendency unless the mutated virus has other benefits such as reproduction rate or transmission rate. In other words it's just the opposite of what you suggest.
