The IND means they get the funding from Malaysia and also helps push the China part. The Phase one solidifies everything. But the IND gets everything rolling.
Malaysia will start funding with an approved IND. So, just news of the IND with the FDA is a positive step and an approval gets funding and everything else going including China.
