Interesting! When I tried to transfer a penny stock (of another company) from Etrade to another broker a couple of years ago, they wouldn't do it. They told me they would only transfer shares (worth $5 or more) of companies on a bigger exchange -like the NASDAQ- to another broker.
I did, however, manage to transfer some penny stock shares to another account within Etrade.
