Yes that's exactly what the WHO said. Doesn't matter though - Phizer and Moderna have been telling their shareholders for quite some time that boosters will be needed, and will probably become an anuual shot. That was part of the deal - they sold the original vaccines at a discount to the government, knowing they would rake in the money big time later.
