The mandates keep changing because of:
1. People who claim it is their "right" to not have to wear a mask
2. People who decide that getting the vaccine is not important
3. Politicians who pander to the people instead of taking a hard line
4. People who decide partying en mass is more important than living
Yes, steps should be more drastic, but, for example schools are also open now for little kids to go back in person. Because certain government assistance (no evictions, extra unemployment money) are ending, parents are stuck putting their kids back into school in person instead of keeping them home, when it is now KIDS who are getting sick.
