Agree, smart is always a matter of perspective, but strategy is as well. If one makes a judgement or interpretation of a crucial document, it would seem seem the accuracy of that judgement or interpretation would be validated by at least including a modicum of the original supporting text. Honestly, I don't know if the FDA allows direct quotation of a sentence or two, but it sure would be helpful to investors and shareholders if they did.
