Certainly one of the reasons, but in my view :
- to signal NP not to continue with his communication-style (it seems
to work, he became a lamb)
- to warn other 'FDA's' to to overstep/overrule almighty US-FDA
(looks like it worked as well, Philipp./India/Canada/U.K. comes to mind)
