In the vast majority of vaccinations the patient will have a very mild (not damaging) inflammatory state. Which is to be expected when you are presenting an antigen to the immune system. If you are not getting an immune system response, antibodies and the accompanying mild inflammation the vaccine isn't working.

In some rare instances you'll get a massive immune response up to and including anaphylactic shock. That can usually be predicted by past allergic reactions. A subcutaneous injection a few days before the vaccine shot may curtail that and boost the effectiveness of the vaccine.
