The language of the new rule will have to be examined closely, but at first glance, " no information " means NO information. Once another report is released and the SEC is aware of the work in progress for getting fully up to date, they they may allow for trading of the stock by all investors/traders. I'm not 100% sure about that, but once they get one in there, the others should follow in quick succession anyhow.
