I never said that an attorney in one state can practice in another without being admitted or getting special permission. But again, CYDY may be registered to do business in WA which could allow them to use a WA attorney. I live in California but have clients who live in NY and I can still represent them. Appear in court? That would be different, yes, if I didn't have both the CA and NY bars (which I do).
