The second reason might be more complicated. no therapeutics could be successful and keep the total push for vaccines viable. Also this means no interest in looking at possible good therapeutics and working with them. Remdesivir was perfect, it didn't work and BP made money. And vaccines remained the priority!
Even now, vaccines are the only thing talked about. Only long haulers talk about therapeutics. We are a year and half into a pandemic with no therapeutic plan for those who get sick. Only vaccines.
