"Not as effective as advertised" is because they only "advertised " the relative risk reduction for the vaccines, not the absolute risk reduction. The relative risk reduction is a much bigger number, so that is why they only stressed that number.
Relative risk reductions :
Pfzier - 95.1%
Moderna - 94.1%
Absolute risk reducions:
Pfzier - 0.7%
Moderna - 1.1%

As far as Delta being less contagious, just go to any online source and look at the number of hospitalizations and deaths compared to positive tests, for this summer compared to last. The NY Times has many charts. And these reductions could not possibly be due to the vaccine, because only 49% of the country is fully vaccinated.
