Because the Exhibit attached to the 10-Q was the India Licensing Agreement, which contained "information qualifies as confidential commercial or financial information". Basically prices and royalty percentages.
No appearance before a judge, just submit a request along with the 10-Q and the SEC responds. Pretty routine.
Document is not "sealed", it is posted on EDGAR with just a few numbers missing.
