People not familiar with the permitting process have no clue of the expenses. If a CDM Smith representative sits down with an ADEQ agent and they spend 8 hrs reviewing and working on the APP permit that costs SIRG at least $250 an hour or $2,000 per day! People also have no clue how extensive these APP permits are.

BLM and Rizzo expenses for the MPO and EA are also high so SIRG has had a lot of expenses during the 3rd and 4th quarter. But these are all part of CAPEX.
