The plan's already several weeks late.. if their strategy isn't based on "approval, faster," then it's DOA.
And if "approval, faster" is their strategy, taking months to file something that even superficially appears to be a Real Plan is the exact way to get laughed out of the room.
So, their inaction is informing me, quite well.
