Nothing has changed with Squires' titles.
Years ago, based on the Sarbanes-Oxley Act, companies were required to have their quarterly financial reports certified and signed by their principal executive officer and their principal financial officer. These positions are basically the "highest ranking" exec and financial officers in the company. For QMC that is the CEO and CFO, respectively. It can be different in other companies.
Squires is still the CEO and President and Phillips is still the CFO.
Squires has been signing and certifying the quarterlies as the principal executive officer since he returned as CEO in 2017 and even in the years before. Same for the CFO.
