Seems to me that the "fast track" is the S-1 because its one document compared to five or six that would each be reviewed separately and each could take months to get right. Its a faster track. One review instead of 6.
I'm not saying it's easy - I don't know - but it seems the faster way to go so QMC can "once again become a reporting issuer with the SEC and to re-commence its filings with the SEC at the earliest practicable date."
Either way, QMC would work with the SEC, there's no getting around that. Its a choice to go the registration path.
QMC gets revoked, and the S-1 is an SEC document, so they'd be following SEC rules for registration,
If the S-1 path leads to a clean slate for QMC, that's great.
