There has been almost no vaccination there.. but proper containment, quarantine, and tracing (before recently) meant they weren't needed.

Those steps weren't adhered to for this outbreak, and now the entire country is likely to, finally after over a year, experience a severe outbreak.

The interesting thing will be to see if they can contain it again now that number of infections are this high.. anyone in epidemiology has been watching events there extremely closely to see the effects of their policies, as they're about the closest thing to an ideal response we have in the real world. It's near miraculous they did as well as they did with resources as limited as they are.
