One thing to consider is that NP has a severance package that I assume that would kick if a board brings in a new management team and if I remember correctly it is 18 months salary which will be a pretty big expense for the company.
Other leaders also have severance packages - which will add to the costs.
Also the disarray and time spend recruiting and onboarding a new management team will take time which in the end is also money.
