"Are they stating- on paper- that government workers are highly influenced by their relationships? that the approval of leron has been based on how much people like each other? - that the 'relationship; is the big criteria used to evaluate and process drug approval?"

I was also struck by the colloquial nature of several of the passages in the letter. Among other things, the letter seemed opinionated in my opinion.
