I believe these filings Dr. Dalton has apparently already submitted are to get UNVC "CURRENT" ... this is very important, and a must usually before a company/security can further file to uplist. Now, I'm not sure if a 'Dark' sheet can do it differently... all yet to see. At this point, we're in a great place.
And when did Dr. Dalton start following FINRA... well, it appears it was Friday April 9th or thereabout... roughly 12 weeks ago:
