Hmmmm, that's interesting Thunder. Your link says Edward Woo was the analyst who gave the buy rating. I checked out Ascendiant Capital and saw Theodore O'Neill works there, who used to work at Litchfield (which was his own firm), and gave a buy rating previously. I just assumed it was him, but I was wrong. Edward is the Director of Research and Senior Analyst, so perhaps Theodore brought it to his attention.
