IMO, the goal is still uplisting and the path is described in my posts today.
Even with an R/S, and my example of 1:10 is just speculating, the amount of revenue divided in the new share structure has to be estimated in conjunction with the split. The higher the revenue, the lower numbers of stock needed to be split to justify a tech or biomed price earnings ratio of 20 or more which would bring the stock to the $3 to $5 range needed to uplist.
