Rosenbaum didn't write up that 13D for free? It costs nothing to file it. The potential cost for the request for proxy votes would be free if done by email or the cost of the mailing if you're going old fashioned.
From your telling Rosenbaum must have solicited funds from other 5%ers even though no mailing or other costs should have been incurred yet. It doesn't bode well for trustworthiness.
