Not business as usual. The expert market is a market in which only investors who meet certain qualifications (based on wealth or advanced education or training) may participate. The application of the securities registration laws is determined by who the securities are being marketed to, not by the nature of the company. Companies exempt from the registration requirements are those that limit the availability of their shares to certain qualified investors or to a small number of investors (which is why closely held corporations don’t have to comply with SEC registration and reporting requirements). The expert market appears to be limited only to these few qualified investors.
